Answer: Justice John M. Harlan became known as “The Great Dissenter” because he wrote or signed 380 dissenting opinions between 1877-1911. He was the lone dissenter to the Plessy v. Ferguson (1896) ruling that began the legal precedent for “separate but equal.”
