Question: What is the necessary and proper clause?
Answer: Also known as the "elastic clause," this clause is one of the most powerful in the Constitution. It allows the Government of the United States to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution."
